The Failure of the 28-Clause Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been defused. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of opposing developments captured the harsh reality of the current period. By day, negotiation efforts are conducted: hopeful statements are delivered from various governments. Significant resources is devoted on restraining particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the key method for achieving "resolution".

Nighttime Reality

As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor projectile deployments from across the border, a capacity provided through up-to-date information. From observation points, defense planes that had been dispatched to intercept incoming cruise missiles flew past – advanced fighter aircraft supplied to Ukraine by NATO members.

Moments later, Kyiv's missile defense engaged: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, most likely provided by allied countries. Every firing creates sudden vibrations, rattling buildings. The moment of terror quickly becomes grim resignation: possibly the hostile projectile won't strike its target this time, preventing destruction from catastrophe and additional electricity failures.

Persistent Threats

Not long after, a large-caliber weapon opened up on a aerial vehicle close by, part of a defensive team – most likely imported technology. Regrettably, the bullets missed the hostile drone – it continued its flight toward its target.

Intermittently, this carried on until dawn. Kyiv faced the early updates: multiple fatalities, devastation and heating outages in many homes as a result of the evening attack. As typically, everyone still went about their day – enduring hostilities. But those full day encapsulated Ukraine's vital need on external assistance – a dependence that neighboring countries are evidently unprepared to fill in the near term.

Failed Diplomacy

The 28-point plan from American leadership provoked deep reactions, discussion and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.

Every new initiative from American administration unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually achieve victory. This pattern will, undoubtedly, continue.

Political Considerations

It is convenient to criticize specific actors of persistently promoting Russian terms. But that does not seem to be the whole story. Washington operates on a assumption well known to international relations experts: you cannot secure via talks what you have failed to defend militarily. The White House assumes that it is impossible to pressure the Kremlin to abandon the land that it currently occupies in Ukraine's south or east.

The problem is that while accepting these circumstances, Washington does little to deter Moscow, through diplomacy or military means, from thinking that the status quo will not shift further in its advantage in the months ahead.

Opposing Positions

Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their motivation to sign a deal that does not give them the greatest potential benefit is close to zero. There may be many attempts to stop fighting, but they will continue as long as Russia's government remains completely certain in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing people and territory but avoiding a total frontline collapse until conditions improve in its advantage.

Present Conditions

Objectively, there are no actual prerequisites for a armistice. Now, subjective factors are entering the equation: personal goals to mediate resolution and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unsuitable, so that their attention does not move to internal issues. And although their objective will now be considerably more difficult after current events, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are guiding negotiations.

Summary and Prospects

It took a mere seven days to kill the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, current information leaks, all did their job.

While new plans based on established approaches are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to change the course of events, if they stand together and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, largely rely on sustained allied backing.
